Brother to Dragons, Companion to Owls by Jane Lindskold

Description: After living in a mental institution her entire life, a young woman named Sarah is discharged into the "real" world as a result of budget cuts at the Home where she lived. She was originally diagnosed as autistic, but later learned to communicate by speaking in quotes that she has learned from Shakespeare, other works of literature, and other lines she has attached importance to. Also, she can communicate with inanimate objects-her toy dragon whose two heads are named Betwixt and Between, as well as anything in her surroundings that will "speak" to her. She is rescued from the streets and accepted into an cyber-anarchist society based on The Jungle Book; their home is an old chemical storage cylinder, strung with a Web of cables and hammocks and full the misfit children of the city. There, Sarah and the other members of her Pack are ruled by Head Wolf, and she begins to make a new life for herself... until she is sought out by powerful people who will stop at nothing in their attempt to exploit her preternatural abilities.
