Son of Walter Ulysses Williams and Eva Williams. Attended the University of New Mexico, received his BA in 1975.

Started writing under the name of Jon Williams (sea novels, such as The Gentleman Sailor). Later appropriated Roger Zelazny's novella Damnation Alley and entered the cyberpunk scene with Hard Wired. He is accused (perhaps for this reason) of heavy borrowing in his novels, though stylistically he is known to be more novel. This is coupled with themes of religion, duty, and a propensity to treat the mortality of his protagonists in strange and exciting ways.
